Synthesize a stripline combline filter with thin traces (t=0).

list of even mode capacitances for each line, normalized by epsilon.

Cmkarray_like

list of inter-line capacitances, normalized by epsilon. Should have length one less than Ck.

bfloat

substrate height, width and spacing will be returned in the same units as b.
